What is Destiny?
It is what separates the player characters from everyone else, it's what makes them special. It is the shifting of the tides between dark and light to alter the course of the player character. For the good and ill of the character.
Destiny Points are how we represent this. When a player spends a Destiny point the player most commonly may Upgrade a roll. In response, the GM may do the same to upgrade the difficulty of a players check.
Beyond this use they may be used for certain special talents or to introduce something into the campaign as a fact. Though, this fact is always small. Such as, "there is cover over there!" and there being cover, over there. As well, a player may denote that "it's a good thing we remembered those re-breathers!" and a player may retroactively purchase re-breathers/bring them with the player if they hadn't previously.
